Behentrimonium chloride works on contact, and panthenol and hydrolyzed wheat protein are small enough to get in quickly. A mask needs twenty minutes. This isn't a mask, and it isn't pretending to be one.
On soaking hair it dilutes and slides off. Wring it out until it stops dripping, then apply.
Rake it through with your fingers or a wide comb so the ends get an even coat.
